In this article, a report is given on the service honouring Cecil C. Charlton. In the service, Cecil Charlton is honoured for his contribution to the Jamaica Library Service and the Manchester Parish Library network. Some historical information is given about this individuals contribution to the development of the public library in the parish of Manchester, Jamaica.
